Gulf of Maine Research Institute Names Rhiannon Hampson Vice President for Economic Development
Former State Director of USDA Rural Development in Maine joins GMRI in new leadership role.
PORTLAND, Maine (February 12, 2025) â The Gulf of Maine Research Institute (GMRI) has appointed Rhiannon Hampson as its new vice president for economic development. In this leadership role, Hampson will oversee and integrate existing GMRI programs that support economic development while building new capabilities for the organization. She will assume the role on March 10, 2025.

Hampson has deep ties to the region, with generations of her family making their livelihoods on the waters of the Gulf of Maine. She recognizes the role of cultural heritage in shaping communities and the need for innovation to ensure their long-term prosperity.
She brings a diverse background spanning agriculture, rural development, environmental policy, fisheries, and forestry. Her extensive network and leadership experience will help drive investment in coastal communities.
Experience and Leadership
Hampsonâs previous roles include:
- State Director, USDA Rural Development in Maine: Oversaw more than 70 programs and helped direct $1.2 billion in investments to support rural economic development. She worked closely with Maine stakeholders to connect community and elected leaders with critical resources.
- District Representative, Policy Advisor to U.S. Rep. Chellie Pingree: Managed a portfolio focused on fisheries and environmental policy, advocating for Maineâs working waterfront communities.
- Co-founder and Co-owner, Grace Pond Farm: Established and operated a MOFGA-certified organic livestock and dairy farm using climate-forward, regenerative practices.
Goals in New Role
As vice president for economic development, Hampson will:
- Oversee existing GMRI programs supporting seafood supply chains, aquaculture, energy companies, blue tech startups, and other industries.
- Expand GMRIâs capabilities in corporate sustainability, public policy, agriculture, and workforce development.
- Collaborate with experts internally and externally to advance GMRIâs strategic initiatives.
